Moderation Policy

Section 1. General Provisions

1.1 Online learning platform of the Foundation of Nursultan Nazarbayev (“Portal”) is an open online platform to develop the limitless potential of society creating opportunities for personal fulfilment of talented youth and supporting socially significant projects.

1.2 Moderation policy of the portal (“Moderation Policy”) was developed by the Portal administration to regulate the activities of users and process participants in the use of the Portal.

1.3 Moderation Policy includes a range of rules regarding posting of materials (“Content”), formation and administration of groups in the Portal mandatory for all Portal users. The rules are also applicable to relations involving third parties whose rights and interests may be affected by the activities of the Portal users.

1.4 The current edition of the Moderation Policy is available online at www.fnn.kz. The Portal Administration reserves the right to change or modify any of the terms and conditions contained in the current version without prior notice to the Portal Users. The continued use of the Portal following the changes or modifications in the Moderation Policy will confirm the acceptance of such changes or modifications by the Portal User.

1.5 Partner providing services in the Portal are individuals and legal entities (“Partner”) who entered into an Agreement on Cooperation with the Portal Administration. The service is provided by Partner in accordance with the Agreement on Cooperation.

Section 2. Main Objectives

2.1 Consolidation of a single set of rules, which determines the procedure and features of content placement, formation and administration of groups on the Portal.  

2.2 Structuring of possible types of violations committed by users of the Portal regarding the content and its quality posted on the Portal.

2.3 Explanation of the terms "Unwanted" and "Prohibited Content" which activate the actions of the moderator.

Section 3. Rules

The entire content of the citizens posted on the Portal is subject to moderation.

3.1 The information uploaded by User while using the Portal is deemed unwanted and prohibited if it possesses the following characteristics:

  • it is indecent, vulgar, pornographic;
  • it is obscene, rude, violates the purity of Kazakh and Russian languages;
  • it defames honour, dignity, and reputation, discredits, contains threats and infringes the privacy and rights of other Users of the Portal and third parties;
  • it contains images of violence, cruel treatment of animals, encourages a criminal offense;
  • it incites inter-ethnic hatred and enmity (terrorism, racism, chauvinism), promotes fascism and other extremist ideologies;
  • it contains information about drugs and smoking, their advertisement, conceals danger posed to life and irreversible consequences from their use;
  • it includes unsolicited promotions, bulk mailing of commercial, political or any advertising information without the consent of other Users to receive it;
  • it violates or infringes in any way upon the rights and interests of Portal Users or the laws of the Republic of Kazakhstan.

3.2 The rules of moderation allow the creation of groups in the following areas:

  • Education
  • Art
  • Healthcare
  • Technologies
  • Leaders
  • Programming
  • Agriculture
  • Tourism, culture and sports
  • Regional development and urban management
  • Trade and logistics
  • Construction
  • Industry
  • Water resources
  • Geological exploration
  • Media

The content, which does not correspond to the above-mentioned areas, may be blocked by the moderator.

3.3 The moderator reserves the right to moderate all materials posted by Users on the Site, monitor the content and quality of these materials, and if necessary, delete or remove them without notice and at its sole discretion, in accordance with the Moderation Rules. 

3.4 The measures that shall be taken in relation to the User, whose activities in the Portal contradict the rules, are determined by the Moderator and may entail the hiding or removal of unwanted/prohibited content without prior or subsequent notification of the Portal User.

Section 4. Rights and Obligations of User

4.1. When registering at the Portal, the User undertakes to familiarize themselves with the User Agreement and Moderation Policy complying with the rights and obligations in relation to the use and functioning of the Portal.

4.2. Upon the registration, the User has the right to use the services of the Portal and use the Portal for non-commercial and personal purposes.

4.3. The user is solely responsible for actions related to the creation, placement, storage and transmission of content in the sections of the Portal in accordance with the User Agreement, the Moderation Policy, and the current legislation of the Republic of Kazakhstan.

4.4 If you provide personal information on the Portal using such methods as filling a form or sending an e-mail, the information will be used with the purpose of providing you with the service of the Portal in its entirety. The information may be shared with the Partners of the Portal as part of the provision of the service to meet your requests. We do not share your personal information with third parties unless they are involved in the improvement of the provision of services to you.
