The program to train sectoral change managers is implemented at the initiative of the Foundation of Nursultan Nazarbayev together with the Government.

 

The goal of the program – to attract and select sectoral experts, train them and create a change management team that will address the transformation of key sectors of the economy.

The selection of the program participants took place between February 15 and May 28, 2020. 2,958 applications were received, and 230 participants were selected to sectoral teams based on their experience and skills.

“Independent experts conducting a preliminary selection had a difficult choice to make. There were long discussions about each group of candidates. Many of the program participants received education abroad (56 percent) and have international work experience (28 percent). 70 percent of the participants currently work in the private sector and 30 percent in the state and quasi-state sector,” said Gulmira Raisova, head of Leadership Development Centre at Elbasy Academy Corporate Fund.

The program participants should prepare solutions to 43 sectoral problems by the end of the year. The program covers 11 areas – education, geological exploration, trade and logistics, industry, including new industries, construction, regional development, healthcare, media, agriculture, tourism, and water resources.

To successfully complete the tasks, the participants are trained in public policy and design thinking. Over the course of the project, they сan get support from coaches. The project also engages prominent business people, state and public figures as mentors. More than 40 mentors confirmed their participation in the program, including such experts, as:

·        Sergei Tereshchenko – Chairman of Integration International Foundation, former Prime Minister of Kazakhstan

·        Yerkin Tatishev – Co-Owner and Chairman of Kusto Group

·        Almaz Sharman – President of Kazakhstan’s Preventive Medicine Academy

·        Kairat Mazhibayev – Chairman of Resmi Group Board of Directors

Participation of Kazakhstan’s Prime Minister Askar Mamin as a mentor in several projects emphasizes the importance of the upcoming work of sectoral teams.

The main task of mentors is to help sectoral teams in preparing design solutions in their areas for further practical implementation.

The program’s performance indicator are ready-to-go solutions to sectoral tasks.

The participants mist present solutions:

  • prepare an analysis of the current situation
  • present their insights and proposals to stakeholders.

We presume sectoral ministries as project stakeholders, but the main stakeholder of the program is citizens of Kazakhstan.
