Announcement of a Competitive Procurement Process for the Supply of Goods, Works, and Services for «Equipping Two Centers for Children with Autism and Other Mental Disabilities»

The «Qamqorlyk Qory» Corporate Fund, BIN 200240009071 (hereinafter - the Customer), announces a competitive procurement process for the supply of goods, works, and services to equip two centers for children with autism and other mental disabilities (2/11-KF) in accordance with the list of purchased goods, works, and services.

Procurement Procedure:
1. The total allocated budget for goods, works, and services, including VAT, is 210,617,150 (two hundred ten million six hundred and seventeen thousand one hundred and fifty) KZT
2. The following documents are attached to the announcement as integral parts of the procurement process:
1) List of goods, works, and services to be purchased (Appendix 1);
2) Pricing proposal form (Appendix 2);
3) Technical specifications of the purchased goods, works, and services (Appendix 3);
4) Draft procurement contract (Appendix 4);
3. The application for participation of potential suppliers must be submitted in a sealed envelope by the deadline specified in this announcement. The front of the sealed envelope must contain:
1) The name, BIN, and postal address (both legal and actual with index) of the potential supplier, including contact details (phone and email);
2) The name, BIN, and address of the Customer, which must correspond to similar information specified in the tender documents.
3) The competition name for participation in which the guaranteed supplier’s application is submitted, indicating number(s) and title(s) of the lot(s):
(“Participation in the procurement of goods, works, and services through a competition for the Equipment of Two Centers for Children with Autism and Other Mental Disabilities 2/11-KF ________________________________” indication of number(s) and title(s) of the lot(s) is mandatory. "DO NOT OPEN UNTIL: February 21, 2025, 11:00 AM.”)
4. The application for participation must be stitched and numbered by the potential supplier and submitted in a sealed envelope before the time specified in the announcement and must include the following information and documents:
1) An inventory list of documents included in the application, signed by the authorized representative of the potential supplier and sealed (if applicable);
2) A price proposal(s) in accordance with Appendix 2. The potential supplier is required to submit only one signed and sealed (if applicable) price proposal for each lot separately. If the potential supplier does not have a seal, the price proposal must explicitly indicate the absence of a seal with the notation "without seal";
3) A technical specification(s) in accordance with the tender documentation. The technical specification(s) must be signed and sealed (if applicable) by the authorized representative of the potential supplier. If the potential supplier does not have a seal, the technical specification must explicitly indicate the absence of a seal with the notation "without seal";
4) For legal entities: A notarized copy of the certificate of state registration/re-registration of the legal entity or a paper copy of the electronic certificate confirming the state registration/re-registration of the legal entity, in accordance with the legislation of the Republic of Kazakhstan;
For individuals: A notarized copy of the document granting the right to conduct business activities without forming a legal entity, issued by the relevant state authority, or a paper copy of an electronic document obtained from an official Internet source, in accordance with the legislation of the Republic of Kazakhstan;
5) The original or a notarized copy of the document appointing the first executive of the potential supplier – applicable only to legal entities;
6) Documents specified in the technical specification of goods, works, and services in the tender documentation, confirming the special qualifications of the potential supplier;
7) The original or a notarized copy of a power of attorney authorizing a representative to sign the application, except for the first executive of the potential supplier. The power of attorney must be issued in accordance with the legislation of the Republic of Kazakhstan;
8) A certificate from all servicing second-tier banks confirming the absence of overdue debt for all types of obligations of the potential supplier that has persisted for more than three months prior to the date of issuance of the certificate. The certificate must be issued no earlier than one month prior to the opening of tender envelopes;
9) A certificate confirming the absence of tax liabilities, outstanding pension contributions, and social deductions (an outstanding balance of less than one tenge is acceptable), presented as either a copy of an electronic document certified by the digital signature of the authorized body or a paper version signed and sealed by the authorized body. The certificate must be issued no earlier than one month prior to the opening of tender envelopes;
10) Licenses, permits, notifications, patents, and certificates, in the form of an original or a notarized copy of the original document or as a copy of an electronic document, confirming the potential supplier’s right to produce, process, import, supply, and sell the purchased goods or provide the required services, as stipulated by the legislation of the Republic of Kazakhstan (if the competition conditions require mandatory licensing of the activity).
5. The documents specified in Section 4 of this announcement, sealed in an envelope, must be submitted (sent) by potential suppliers to the following address: Kazakhstan, 010000, Astana, Kunaev St. 12/1, Office 507, Tel: +7 (7172) 57-14-26, on weekdays until 6:00 PM, but no later than 6:00 PM on February 20, 2025.
6. The registration of potential suppliers and/or their representatives for participation in the meeting of the tender committee for the opening of envelopes with tender applications must be completed no later than 11:00 AM on February 21, 2025.
7. The opening of envelopes with tender applications from potential suppliers will take place at the following address:

8. The submission of a tender application by a potential supplier constitutes their formal agreement to participate in the competition and to supply goods, perform works, or provide services in compliance with the conditions stipulated in the tender documentation.
9. To participate in procurement, a potential supplier must possess legal capacity (for legal entities) or civil competence(for individuals).
10. The goods, works, and services must be supplied, performed, and provided within the timeframes specified in the list and technical specification(s) of the purchased goods, performed works, and provided services.
11. The terms of delivery of goods, performance of works, and provision of services stated in the application must not contradict the conditions set forth in the announcement published by the Customer.
12. An envelope containing a tender application that does not comply with the requirements of Section 3 of this announcement will not be registered.
13. An envelope containing a tender application submitted after the deadline will not be accepted. Envelopes sent by mail that do not comply with these requirements may remain unopened and must be stored for one (1) year.
14. When concluding a contract with the winner of the tender, a performance bond must be provided in the amount of 3% (three percent) of the total contract sum.
In cases where the contract provides for an advance payment (prepayment), the potential supplier must additionally provide an advance payment guarantee equal to the amount of the advance payment.
