Kazakhstani leaders of change took part in the international Change Makers Summit
Participants of the initiative "El Úmiti" Industry Change Management Training Program, implemented by Nursultan Nazarbayev Foundation's, took part in the Change Makers Summit, an international summit on change management and business transformation.
The online event was attended by speakers from home and abroad, including Daryl Conner, President of Conner Partners, one of the leading thinkers in the field of change management, author of the books "Managing the Speed of Change", "Leadership in an Age of Chaos."
Kazakhstan speakers presented their proposals for the sectors "Healthcare", "Construction", "Education and Science", "Trade and Logistics".
Kanat Tosekbaev's team of the Healthcare industry is working on solving the problems of PPP. According to him, the volume of investments has shown stable growth since 2016, with the exception of this year. At the same time, the PPP mechanism is not yet very popular with entrepreneurs. Studies have shown that more than half of businessmen consider the process of submitting documents difficult, 44% are not interested in PPP.
The team proposes to improve the tariff setting process, create a single operator of PPP projects, provide an opportunity for trust management according to the 30-30-40 scheme and service PPP.
The leader of the Education and Science team, Khalida Azhigulova, outlined 3 main scientific tasks of the Ministry of Education and Science: to strengthen the intellectual potential of science, modernize and digitize the scientific infrastructure, increase the effectiveness of scientific developments and ensure business integration.
The leader of the "Construction" group Serikzhan Mergenbaev noted the need to introduce into the legislation the concept of "conflict of interest at the corporate level."
- We see that in the market there is an affiliation of contractors towards technical supervision or technical supervision towards designer supervision. All these sides are fused together. Therefore, we propose to introduce the concept of “conflict of interest at the corporate level”. We have the concept of "conflict of interest" in relation to civil servants, but not at the corporate level. Then we will minimize affiliation and will not create grounds for corruption, ”said Serikzhan Mergenbaev.
Ainura Amirbekova's team is working in the direction of "Trade and Logistics" to resolve issues of development of export of services, trade and trade infrastructure, improve Kazakhstan's position in the logistics efficiency index, three teams are involved. Today, the share of exports of services in the structure of Kazakhstan's GDP is only 4.3%, while in developed countries this figure reaches 30%. The team analyzed the industry, interviewed the leading players of the Kazakhstani IT market and came to the following conclusions: the problems of export development lie in the shortage of qualified personnel, lack of ideas and technologies, imperfection of the ecosystem of participants. Now, the team is working on the concept of creating export development mechanisms through collaboration between business, science and the state.
